About us

The Rural Solid Waste Commission

is a joint powers agreement between the 13 townships and six rural cities in Dakota County. The Commission represents an estimated 5,500 households and works to increase awareness and opportunities to improve recycling and reducing waste, as well as implement efforts that preserve valuable landfill space.


Commission projects

  • Working with garbage haulers in 1989 to develop first rural curbside recycling program in Minnesota
  • Greening community festivals by collecting traditional recycling and organics (food waste) recycling (e.g., Hampton Community Days, Randolph’s Chicken BBQ, Celebrate Empire, etc.)
  • Providing recycling containers to rural parks
  • Sponsoring educational programs in schools
  • Educating residents on garbage and recycling collection changes
  • Leading a publicity campaign to reduce the use of burn barrels in the rural area
